الاستهداف المتعمد لقيادات مجموعة معينة ومتعلميها ورجال دينها لكسر شوكة مقاومتها، يقع ذلك عادة قبل أو أثناء المذابح الجماعية. يطلق على ذلك أيضًا سياسة قطع رأس المجتمع.
